Lotteries are supposed to be based on probability and randomness. You can pick your lucky numbers but they don’t really matter. Your chances of winning should be the same as if you had let a monkey pick them for you. It is more of a psychological phenomenon so that when you do randomly win, you can accredit it to your “lucky” numbers and thus seal your confirmation bias.
